You can submit either the URL itself or the URL and all the pages linked from it. However, there is a limit of 500 URLs per week using webmaster and there is no guarantee that Google will index all the web pages on your site every time you fetch.

Using fetch helps Google to understand that your website is the originator of all the content on it.
